I had the honor of meeting Arlis when he was a recruit in the police academy. It was obvious he was a sincere and people oriented professional. I was fortunate he chose the city that I serve to began his career. After he found a different calling to serve his fellow man I had the opportunity to see his life's work start to bloom.
