Phyllis Anne Carter, a beloved wife, mother, and friend, passed away peacefully on November 22, 2025, in Lakeland, Florida, surrounded by her loving family. She was born on March 24, 1961, in Baltimore, Maryland, to John Carter and Jean Carter. Phyllis graced the world with her kind spirit for over 64 years, leaving behind a legacy of love, compassion, and unwavering positivity.
Phyllis was a woman of remarkable character. She was known for her generous heart, always ready to lend a hand to anyone in need, even to those who may have crossed her path negatively. With no hate in her heart, Phyllis lived a life of love, and her warmth was felt by all who knew her. She cherished her husband, Michael Carter, whom she married on January 18, 2002. Their bond was a testament to true partnership, filled with laughter, joy, and an abundance of love.
Phyllis had a deep love for nature, especially flowers and animals, which brought her immense joy and serenity. Her home was a reflection of her passions, often adorned with vibrant blooms and lively pets that mirrored her vivacious spirit. She was a source of positivity, with a smile that could brighten the darkest of days, and her infectious laughter echoed through the lives she touched.
Professionally, Phyllis had a fulfilling career as a paralegal, dedicating over 25 years to Iacoboni Construction. She graduated with an Associate Degree as a paralegal from Villa Julie College, which allowed her to excel in her field. Her colleagues admired her professionalism and her ability to approach every situation with grace and compassion.
Phyllis was preceded in death by her father, John Carter; her sister, Sandra Jacobs; and her aunt, Verna Cooper. She is survived by her loving husband, Michael Carter; her son, Zachary Baker; her mother, Jean DeFrank; and her brothers, Mark Carter and Jimmy Carter. She is also survived by her nephew, Ryan, and her nieces Kimberly, Shelly, Lauren, Alexis, Amber, Ashley, and Emily, along with many great-nieces and great-nephews
The love they shared will continue to resonate in their hearts and memories.

In lieu of flowers, the family requests that donations be made to a local animal shelter in Phyllis’s memory, reflecting her lifelong love for animals and her desire to help those in need.
